Germany — GDA 2019-2026 : the dual system at the heart of occupational safety
Germany has one of the most robust and structured work protection systems in Europe. Not by chance, but by strategic choice : the Gemeinsame Deutsche Arbeitsschutzstrategie (GDA) is a permanent platform for work protection cooperation between the three GDA bodies (Federation, Länder and accident insurance). With the aim of continuously strengthening the safety and health of workers, common objectives for job protection and action fields are defined for certain periods.
The dual system: what makes the German model unique
The Gemeinsame Deutsche Arbeitsschutzstrategie (GDA) is a permanent concerted action by the Federation, the Länder and insurers against accidents to strengthen safety and health at the workplace. The aim is to create incentives for enterprises to pursue a sustainable and long-term prevention policy at all levels of corporate health protection. Especially in small and medium-sized enterprises, there is still need for improvements.
In Germany safety at work is based on two fundamental pillars:
The first is l State(i) through the federal laws and the Gewerbeaufsichtsämter (State Labour Inspectorates) of the 16 Länder, responsible for monitoring compliance with regulations.
The second is the DGUV(ii) Deutsche Gesetzliche Unfallversicherung — the confederation of accident insurance institutions, consisting of Berufsgenossenschaften and Unfallkassen. Their specific mandate: prevention, rehabilitation and compensation.
Einerseits gibt es den staatlichen Arbeitsschutz. Er ist verantwortlich dafür, dass Gesetze und Verordnungen eingehalten werden, und gründet auf dem Arbeitsschutzgesetz sowie zahlreichen Verordnungen. Säule des Arbeitsschutzes ist die Gesetzliche Unfallversicherung, getragen von der DGUV, unter deren Dach sich die Berufsgenossenschaften und Unfallkassen scharen. Deren Aufgabe ist die Prävention.
This dual structure creates a much more comprehensive control and prevention network than most European countries.
The 3rd GDA 2019-2026 period: prevention through risk assessment
The third GDA period has a strategic objective: “Making safe and healthy work: prevention with the help of risk assessment. Together and systematically for a good organization of work in case of musculoskeletal loads, a good organization of work in case of psychetic loads, a safe use of carcinogens. “
Three operational work programmes:
Programme #1 — Musculoskeletal loads :
Back, muscles and joint disorders are the main cause of about a quarter of daily incapacity for work in recent years. The programme aims to improve ergonomics in workplaces — from designing posts to organizing shifts.
Programme #2 — Psychic Charges :
Above all, the psyche loads of workers are increasing in importance and, in many workplaces, even concretely. It is therefore necessary to show enterprises and workers a framework for the recognition, prevention and management of psychic loads linked to work.
Programme #3 — Carcinogenic agents :
Special attention to carcinogens in workplaces — asbestos, crystalline silica, wood powders. A theme that Germany faces with scientific rigour and practical tools for enterprises.
50,000 company inspections every year
Supervisory services are federally conducting around 50,000 business inspections each year.
For the third GDA-Periode 200,000 business inspections with system ratings are planned.
A number that has no equivalent in Europe. In Germany, inspection is not an exception — it is the norm. For 2026 an emphasis is placed on the field of action “prevention of serious and deadly accidents” and on the specialized theme “falling accidents”.
The traffic light assessment system
With the help of a traffic light system, the evaluation of the organization of the protection of the company’s work and the execution of the risk assessment is performed.
Green — the company has an effective work protection system.
Yellow — improvements are needed in specific areas.
Red — the company must intervene immediately.
A visual, practical and immediately understandable approach that transforms vigilance into a continuous improvement tool.
The 4th GDA Period: in preparation
The Fourth GDA Period is currently being planned. Some guidelines are already known. The motto should be: “Go ahead together.” The main themes are: digitization and protection of work, demographic change, resilience and crisis resistance.
The Dresden Conference of 30 September – 1 October 2026, under the guidance of the DGUV, will decide the final themes of the new period. A significant transition at a time when the world of work is changing at unprecedented speeds.
The incentive system: pay not to pay
A distinctive feature of the German model which has no direct equivalent in other European countries : the DGUV economic incentive system.
Companies investing in prevention benefit from reductions in accident insurance premiums. Those who prevent pay less. Those who do not pay more — both in terms of insurance premiums and consequences after accidents.
This mechanism creates a very powerful financial incentive to invest in security — which goes well beyond simple regulatory compliance.
What concretely means for companies operating in Germany
In Germany, safety at work is not an option. It is a structured, controlled and encouraged system at all levels.
Five concrete actions that every company operating in Germany can start today:

— Training managers on the three priority themes: musculoskeletal loads, psychetic loads, carcinogens
— Prepare for inspections with complete and updated documentation
Conclusion
The aim of this alliance is to continually modernize the system of employment protection in Germany in line with changes in the world of work and create incentives for enterprises to further strengthen the safety and health of workers.
Germany does not expect accidents to happen to intervene. It builds systems to avoid them — with scientific rigour, capillary control and concrete economic incentives.
